Meet Our Team
Mr. Kimball is a licensed civil, structural and fire protection engineer as
well as an International Code Council (ICC) Master Code Professional.
He is certified by ICC as a building official, fire code official,
combination plans examiner, combination building inspector, and
more. He received his master’s degree with an emphasis in structural
engineering and is a Co-Founder of Building Code Solutions, Inc. Chris
has performed plan reviews for thousands of projects throughout
California and other states and is an approved ICC instructor who
regularly provides code training to building officials, design
professionals, and contractor organizations throughout the United
States. He has also authored numerous code publications.

Mr. Williams has worked as a consultant for numerous jurisdictions in
Utah, Nevada, Washington, California, Wyoming, and North Dakota. His
consulting experience has included the initial start-up of multiple
building departments. This included the adoption of codes,
implementation of permitting processes, and the development of
policies and procedures. Mr. Williams holds a masters degree in
construction management and has numerous International Code
Council (ICC) and IAPMO certifications including that of Master Code
Professional and Certified Building Official. He has authored numerous
publications on behalf of ICC, including: Plumbing Code Essentials, the
2021 IPC Study Companion, 2021 IFGC Study Companion, 2021 IPC
Commentary and 2024 PMG Significant Changes.

Layne Western has worked in the building safety industry for more than 30 years. He has served as a building inspector, plans examiner, and building official for numerous jurisdictions, and now serves as a third-party consultant. Layne is well-respected in the industry and has served on numerous chapter boards at the national, regional, and local level for the International Alliance of the Electrical Industry (IAEI). Those who have worked with him are impressed by his positive attitude, code knowledge, and ability to find common ground with permit applicants while still upholding necessary code requirements. He is also an accomplished instructor, helping people understand the basics of the code with energy, clarity, and enthusiasm.

Brittany Allen is a seasoned building safety and development professional with over 20 years of experience in code compliance, permitting, and plan review. She currently serves as both a Senior Plans Examiner for BCS and as the Director of Training and Education. Brittany holds a master’s degree in Public Administration, is a certified ICC plans examiner and inspector, and is an experienced building plans examiner. She also oversees BCS Elite, a web-based building and fire code training platform that provides self-paced code training to building safety professionals throughout the United States. Brittany is often asked to provide in-person training to local ICC Chapters and continues to give back to the industry by serving on the Board of Directors for numerous organizations.

Cody Richards has worked in the building safety industry for well over a decade. He holds a master’s degree in Public Administration and is an ICC-certified building official and combination inspector. Throughout his career, Cody has provided building inspection, comprehensive plan review, and building official services to numerous jurisdictions. At BCS, he provides detailed plan reviews, building inspections, and code training. He also serves as the Director of Client Relations, working closely with clients to ensure their specific needs are being met. His education and experience have given him a broad working knowledge of government organization and administration, commercial and residential plan review, and building inspections.
